Dear Colleagues and Friends of CEIMSA,
Four weeks have passed since the supression of our
research center's web site at l'Université Stendhal-Grenoble3, on 1 July. Despite numerous protests from graduate
students and scholars who are engaged this summer in scientific research, the
administration at Stendhal University has repeatedly ignored our requests to
restore this important pedagogical tool for American Studies, and allow
academic use of the CEIMSA web site at <http://www.u-grenoble3.fr/ceimsa/>,
which for the past three years served as the traditional address used by many
hundreds of students and scholars around the world, as is indicated in the
Dossier that I sent out to our friends and colleagues earlier this month.
Below, please find four items which will be added to our dossier on the
liquidation of CEIMSA at Stendhal University-Grenoble3.
Item A is a communication to former Stendhal
University President, Mme. Lis Dumasy,
which gives an indication of our good working relationship. She respected the
work of CEIMSA and encouraged our Research Center's development before she left
office last February. In December she even urged me to apply for a promotion
based on my academic activities and the Centers contributions to Stendhal University since my arrival in September 2000. Six
months later, on 12 June, the new university president, M. Patrick Chezaud and Vice-President of Research, Michel Lafon, announced the "extiction"
of CEIMSA, and on 1 July the CEIMSA web site was removed from the University
server, effectively marginalizing our research work and suddenly depriving
students and scholars of access to the thousands of pages written by scholars,
investigative reporters, and students of American Society.
Item B is a letter of support from a Third World
student at Stendhal University, who is entering our Ph.D. program in
American Studies and has immediate need of our extensive web site.
Item C is a letter from another graduate student
who is working on her DEA thesis (post Masters thesis)
this summer and is trying to finish it for her oral defense which is scheduled
for next September. The suppression of our web site has caused serious problems
and, I suppose, represents a potential for litigation against the University in
the coming fall, as there are many students who now find themselves deprived of
useful information which until 1 July had been easily accessible on our
user-friendly CEIMSA web site.
Item D includes letters (in both French and
English) which I have written to the judicial office of the Administrative
Tribunal in Grenoble, again outlining the highly
irregular events that led to the supression of CEIMSA
at Stendhal University, with copies sent to Regional Council, which is in
charge of research allocations in southeastern France.

Avec cette demande je voudrais attirer votre attention sur certaines faits à
propos ma carrière : (1)j'ai reçu mon diplôme doctorat de l'Université
du Wisconsin, où le Département d'Histoire est renommé et a été toujours parmi
les dix meilleurs des Etats-Unis, (2)j'ai publié six livres, et une quinzaine
des articles, (voir le contrat avec l'édition La Digitale pour la publication
de ma septième livre), (3)je suis en train d'organiser la troisième
conférence internationale soutenue par mon centre de recherche, CEIMSA.,
(4)j'ai été nommé responsable pour le programme de recherches au niveau
de M2 à l'UFR d'Anglais, (5)je suis un ancien chargé de cours à l'ENA,
où j'ai enseigné en anglais la politique étrangère des Etats-Unis, (6)je
suis actuellement chargé de cours à l'Institut d'Etudes Politique de Grenoble,

directeur d'un centre de recherches émergeant, qui a déjà organisé trois grands

cette année j'ai pris la responsabilité de diriger la traduction en français
d'un livre par un des nos intervenants au Colloque d'avril 2004 pour
publication à Grenoble en mars, (8)j'ai été sollicité pour enseigner un
cours sur la politique étrangère américaine à un groupe d'étudiants américains de
l'Université du Texas en juin 2004, qui comptera pour l'obtention de leur
diplôme à l'Université du Texas en Austin, (9)je dirige toujours un
grand nombre de thèses en TER, (l'année dernière j'ai eu 24 mémoires à
diriger), et (10)j'assume des responsabilités administratives au Conseil
d'UFR d'Anglais, au Conseil Scientifique de Stendhal, et au Conseil des

I am one of
your foreign students. Université Stendhal was
recommended to me by one of my professors and its academic excellence was
confirmed by at least two other professors that studied in

I am currently a DEA student in UFR Etudes Anglophone and I am hoping to
continue my doctorate degree programme next year
under the supervision of Professor Feeley.
When I tried on Sunday the 11th of
July to access the research site that I normally consult for my documentation,
I suddenly found out that it was no more available. I went to the University
the next day to discuss with my project supervisor, Professor Feeley who at my inquiry told me that the website and the
research centre has been closed down by the university authority. I suddenly
felt a chill running down through me. It was a feeling that
have remained with me through my years back home under several military
repressive regimes.
Frankly speaking, I do not know why you think that the website is disturbing to
the university community. I use to have a certain sense of security since I
came into this country. But since this incident, that sense of security is
rapidly dissipating. I am gradually beginning to feel as I am no more under a
free society. I mean the notion of liberty that I think is enshrined in the
constitution of this country and which made philosophers like Voltaire,
Descartes and others to be international references seem to be threaded upon.
I expected the convictions of Professor Francis Feeley and his professional
colleagues in the CEIMSA research group to be a thing of pride to this
University. I thought that their work portray the intellectual and scientific
demands of every self respecting and honourable scholar.
I was glad to find out that I am not the only one that have the same view as I could see from the enormous responses from renowned
intellectuals across the world pleading with you to revoke your decision.
We know that we all make mistakes and take rash decisions from time to time.
But wise is he who made a mistake and comeback on his decision to correct it
whereas as a French proverb says: Seul un imbecile ne change pas d avis.
I hold you and your respectable office in high esteem and I believe that you
will come back to right this wrong. It is not too late and I can assure you
that your name and reputation will not be tarnished. Instead, this small
problem and its ensuing resolution will win more respect for you from your
contemporaries and the entire intellectual world.

recently surprised by the sudden
cutting of our unique research center CEIMSA. I will be doing my soutenance in September which means that I
am still doing research and therefore I still need the site for my studies.
This research center is not only helpful
for me but for all students doing reseach. Whatever
be the reason of this incident, I don't think that it is
valuable enough to prevent students from getting access to such an academic
site.
Please take into account
these considerations and make it possible for us
to get access to all these

Subject: REQUEST TO INVESTIGATE CHARGES OF ADMINISTRATIVE ABUSE AT THE
UNIVERSITY STENDHAL.
Dear Sir:
I have the honor to write you this letter requesting the intervention of your
office to invstigate a series of flagrant injustices
to which I have been exposed at Stendhal
University, as Director of a small
bilingual research center for American Studies, Centre des Etudes des
Institutions et des Mouvements Sociaux Americaines (CEIMSA).
In September 2000, I was named Director of this CEIMSA, and over the next four
years this research center was formally associated with the UFR d'Anglais, at Stendhal
University. (For a brief history of
my career at Stendhal University
and of the activities of CEIMSA since its creation in 2000, please see the
attached Documents #1 and #2.)
The series of injustices and administrative abuses began at the end of this
academic year (2003-2004), when I was informed on 12 June by M. Michel Lafon, Vice-President Recherche, that he and Stendhal University President Patrick Chezaud intended to order the immediate
"extinction" of my research center, CEIMSA. I was given no satifactory explanation for this action. M. Lafon claimed that the decision had been made at the Conseil Scientifique meeting on
23 March, which I attended and where no discussion of the
"extinction" of CEIMSA had taken place. I am a member of the Conseil Scientifique, but I was
never sent a copy of the minutes of this meeting, and when I finally was able
to look at a copy, I did not recognize what had actually been discussed at this
meeting, concerning the future of CEIMSA. (In other words, the minutes of this meeting was not an accurate description of
the discussion I had participated in on 23 March.) (Please see M. Lafon's communication, dated 12 June; Document #1-D.)
On Friday, 18 June I confronted Ms. Lafon and Chezaud and contested their decision to to liquidate CEIMSA, as "unfair" and "undemocratic". I then
requested the opportunity to appeal this decision at the next Conseil Scientifique (CS)
meeting, scheduled for 22 June, or at a subsequent meeting of the CS. They told
me that the agenda for the June meeting was already too full with more
important matters, and that there would be no opportunity for me to appeal
their decision to liquidate my research center at the CS meetings in July or
September, because, again, the agenda was too full with more important matters
to be discussed. In this way I was systematically denied the right to appeal
this administrative decision to terminate an exceptionally active research
center at Stendhal University
in front of my colleagues on the CS, of which I have been an elected member
over the past four years.
After several minutes of discussion, Vice-President Lafon and President Chezaud agreed to allow me to arrange a
meeting with them in two weeks in the Presidents office. As they suggested, I
contacted the President's secretary Mme. C. Joubert and arranged a meeting on Thursday, 8 July, at 10h30. I asked two union
representatives, Professors Marc Troisvallets and
Jean Derioz (both from Stendhal
University) to accompany me to this
important meeting. However, Vice-President Lafon chose not to attend this meeting and nothing was resolved, as President Chezaud announced before the meeting began that
"Nothing could be negotiated!" (Please see Documents #18 and #19.)
The 4th violation of my institutional rights and traditional academic freedoms
--in addition to (a) the obscure administrative decision to liquidate
the research center CEIMSA despite the promise of former Stendhal University
President Lise Dumasy in
January 2003 to recognize CEIMSA for at least two more years, as an autonomous,
local research center affiliated with Stendhal University, and (b) the refusal by Vice-President Lafon and President Chezaud to allow me to appeal this decision in a timely
fashion at a meeting of the Conseil Scientifique (please see Document #1), and (c) the refusal of Vice-President Lafon to attend the meeting with
President Chezaud to discuss the future of CEIMSA--
was the brutal elimination of the CEIMSA web site, <http://www.u-grenoble3.fr/ceimsa/>
from the university server on July 1. (Please see Documents # 7 and 8.)
At the very moment the CEIMSA web site, which contained more than 3,000 pages
of careful descriptions and scholarly analyses of American institutions and
social movements, was illiminated, many students and
scholars were using it on a regular basis, as an important research tool. This
international academic community including the summer class of visiting
students from the University of Texas
at Austin, who were enrolled in my
history course on "U.S. Foreign Policy since the Normandy Landing".
But also deprived of this pedagogical source of information in American society
were many French TER and DEA students who were enrolled at Stendhal
University who were using the
CEIMSA web site this summer to complete their research for their theses, which
must be defended in September. They also were deprived of this important and
useful research tool. In addition, I was contacted by several scholars, both
French and American, who were using the CEIMSA web site for their own research
when suddenly they were deprived access on 1 July. (Please see attached Documents
#4, #5, #6, #7, #9, #11, #13, #14, #15, #16, #17.)
For the above reasons which I believe constitute a violation of my
institutional rights as a university professor, and also constitute a violation
of traditional academic freedoms in the French Republic, I do formally request
that the Tribunal Administratif investigate
the irregular and unprofessional procedures by which these administrative
decisions were implemented at Stendhal University --decisions which are so harmful
to the integrity of Stendhal University, to traditional academic freedoms, and
equally destructive to the education of its students.

J'ai l'honneur d vous écrire pour demander que votre service mène une enquête
concernant une série d'injustices flagrantes dont j'ai été la victime à
l'Université Stendhal en tant que directeur d'une petit centre de recherche en
Etudes américaines, le Centre d'Etudes des Institutions et Mouvements sociaux
américains (CEIMSA), qui était affilié avec l’UFR d’Anglais à l’Université Stendhal.
En septembre 2000, j'ai été nommé directeur de ce CEIMSA, et pendant les années
suivantes, ce centre a été officiellement associé à l'UFR d'anglais de
l'Université Stendhal. (veuillez consulter les Documents
N°1 et N°2 décrivant ma carrière à l'Université Stendhal et les activités
du CEIMSA depuis sa création en 2000)
La série d'injustices et d'abus administratifs a commencé à la fin de cette
année universitaire (2003-2004) quand j'ai été informé le 12 juin par Monsieur
Michel Lafon, Vice-Président chargé de la recherche, que lui et le Président de l'Université Stendhal,
Patrick Chezaud, avaient l'intention d'ordonner
"l'extinction" immédiate de mon centre de recherche, le CEIMSA. Aucune
explication satisfaisante ne m'a été donnée pour justifier cette mesure. Monsieur Lafon a prétendu que la décision avait été prise à
une réunion du Conseil scientifique du 23 mars 2004 à laquelle j'ai assisté et
durant laquelle l'extinction du CEIMSA n'a pas été débattue. Je suis membre du
Conseil scientifique, mais je n'ai pas reçu d'exemplaire du compte rendu de
cette réunion, et quand j'ai pu consulter ce compte rendu, je n'ai pas reconnu
ce qui avait réellement été dit à cette réunion concernant l'avenir du CEISMA. (En
d'autres mots, le compte rendu de cette réunion n'est pas une description
exacte du débat auquel j'ai participé le 23 mars) (Veuillez consulter le

Le vendredi 18 juin, j'ai rencontré Messieurs Lafon et Chezaud et contesté leur décision de mettre fin au
CEIMSA la déclarant "injuste " et "non démocratique".
J'ai alors demandé de pouvoir faire appel de cette décision au prochain Conseil
scientifique fixé au 22 juin, ou à une réunion suivante de ce Conseil. Ils
m'ont répondu que l'ordre du jour de juin était déjà trop chargé et qu'il n'y
aurait pas la possibilité de faire appel aux réunions suivantes de juillet et
de septembre parce qu'une fois de plus l'ordre du jour était trop chargé. Il y
avait d'autres questions plus importantes à régler. Ainsi je me suis vu refuser
le droit de faire appel devant mes collègues du Conseil scientifique d'une
décision administrative mettant fin à un centre de recherche très dynamique.
Finalement, au bout de quelques minutes, le Vice-Président Lafon et le Président Chezaud ont accepté de me recevoir trois semaines plus tard dans le bureau du
Président. Comme ils l'avaient suggéré, j'ai contacté la secrétaire du
Président, Mme Joubert, et fixé avec elle un rendez-vous pour le 8 juillet, à
10h30. J'ai demandé à deux représentants de mon syndicat, les professeurs Marc Troisvallets et Jean Derioz de
l'Université Stendhal de m'accompagner à ce rendez-vous important. Toutefois,
le Vice-Président Lafon a
décidé de ne pas assister à cette rencontre, et rien n'a été résolu étant donné
que le Président Chezaud a d'emblée annoncé que
"rien ne pouvait être négocié". (cf Documents
N°18 et N°19)
La 4e violation de mes droits institutionnels et des libertés universitaires
traditionnelles
--s'ajoutant à
a) la décision administrative non motivée de mettre fin au CEIMSA,
malgré la promesse de l'ancienne Présidente du l'Université Stendhal, Lise Dumasy, en janvier 2003, de reconnaître l'existence du
CEIMSA pendant au moins deux années de plus en tant que centre de recherche
local autonome, affilié à l'Université Stendhal, et
b)au refus du Vice-président Lafon et
du Président Chezaud de me laisser faire appel de
cette décision à une réunion du Conseil scientifique (cf Document N°1) et
c) au refus du Vice-Président lafon d'assister à la réunion avec le Président Chezaud pour débattre de l'avenir du CEIMSA--
a été l'élimination brutale du site internet du CEIMSA <http://www.u-grenoble3.fr/ceimsa/> du serveur de l'université le 1er
juillet 2004. (cf Documents N°7 et N°8)
Au moment même où ce site internet utile, qui
contenait plus de 3 000 pages de descriptions et d'analyses scientifiques des
institutions et mouvements sociaux aux Etats-Unis était éliminé, beaucoup
d'étudiants et de chercheurs l'utilisaient comme un outil de travail y compris
mes propres étudiants d'un cours d'été venus de l'Université du Texas à Austin,
qui s'étaient inscrits dans mon cours d'histoire sur "la politique
étrangère des Etats-Unis depuis le débarquement en Normandie". Mais ont
été aussi privés de cette source d'information en civilisation américaine de
nombreux étudiants français de TER et de DEA, inscrits à l'Université
Stendhal, qui utilisaient ce site cet été pour finir leur recherche sur des mémoires
et des thèses qu'ils doivent soutenir en septembre. De plus, j'ai aussi été
contacté par plusieurs chercheurs français et américains qui utilisaient le
site CEIMSA pour leur propre recherche avant qu'il soit brusquement éliminé le
1er juillet. (cf Documents N°4, N°5, N°6, N°7,
N°9, N°11, N°13, N°14, N°15, N°16 et N°17)
Pour les quatre raisons exposées ci-dessus, qui, à mon avis, constituent
une violation de mes droits institutionnels en tant que professeur
d'université, et aussi une violation des libertés universitaires
traditionnelles dans la République française, je demande officiellement que le
Tribunal administratif enquête sur les procédures irrégulières et non
professionnelles selon lesquelles ces décisions administratives ont été
appliquées à l'Université Stendhal
--décisions qui nuisent à la réputation de cette université et également à la
formation de ses étudiants.

flagrante à l’égard d’un Centre International de recherche sans
doute encore relativement jeune mais très actif. Il s’agit du CEIMSA, le
Centre des Etudes des Institutions et des Mouvements Sociaux Américains.
Un important dossier accompagne cette communication. Il réunit la documentation
sur l’attaque dont nous avons été l’objet par
l’administration de l’Université Stendhal.
J’espère que vous pourrez consacrer du temps à ce rapport et
m’informer sur la manière de protéger l’expression des libertés de
ce dynamique Centre de Recherche contre les attaques capricieuses et peu
conformes aux traditions universitaires qui menacent son existence, la
réputation de l’Université Stendhal de
Grenoble, ainsi que les étudiants qui étudient et mènent des recherches au sein
de cette institution.

Notre modeste, mais néanmoins très actif, Centre International de Recherche,
rattaché à l’Université Stendhal, a récemment
fait l’objet de ce que je crois être une injustice flagrante commise à
son encontre.
Veuillez trouver ci-joint une copie de la lettre adressée au Président du
Tribunal Administratif de Grenoble décrivant les actions entreprises dans le
but de mettre un terme aux activités du CEIMSA.
J’ajoute également à ce courrier une copie du dossier compilé par notre
centre de recherche pour documenter les attaques dont nous avons été
l’objet de la part de l’administration de l’Université Stendhal.
J’espère que vous trouverez le temps de lire ce document et pourrez me
conseiller sur les actions à mener pour protéger ce dynamique centre de
recherche contre les attaques capricieuses et bien peu professionnelles qui menacent
