Dear Colleagues and Friends of CEIMSA,
If we follow Fernand Braudel’s
analysis of the early modern period of world history, we find that the economic
fields of world-wide capitalism exceeded the political domains of different
state powers, and that civilizations have engulfed both the political and the
economic global systems. Thus over the past millennia nation states have risen and fallen, and world economies have flourished and disappeared ;
while world cultures, religions, and
civilizations have expanded and contracted without relinquishing their
influence on global populations. This argument is carefully laid out in the
third volume of Braudel’s trilogy, Civilization & Capitalism, 15th-18th
Century.
Braudel illustrates this general
principle in his discussion of the city-centered
economy of Amsterdam, which arose from the economic fall of Antwerp --which
was preceded by that of Lisbon; of Genoa; and of Venice—and was followed by the
economic emergence of London, which quickly morphed into a state-centered economy. A subsection of Braudel’s
description of the early modern history of Amsterdam is :
“When business was king,” where he writes :
The
interests which Dutch policy and life were unceasingly
defending and safeguarding, throughout all these favourable
and hostile circumstances, were those of commerce as a whole. Such interests
dictated and outweighed all else, something which neither religious passion
(after 1672 for instanced) nor national sentiment (after 1780) were ever able
to do. Foreign observers often claimed to be scandalized at the spectacle, and
whether their remarks are sincere, or objective, or neither, they do help us to
see it a little more clearly.
How indeed could one fail to be astonished
that Dutch merchants, annoyed by the V.O.C.
[the Dutch East India Company] and jealous of its privileges, should have
launched, or supported with their own capital, rival Indies companies –in
England, Denmark, Sweden, France and even Ostend? That they should have
invested money in French privateering out of Dunkirk,
which was occasionally directed against ships belonging to their compatriots? That Dutch merchants should be in league with the Barbary
corsairs operating in the North Sea (though it is true that many of these
so-called ‘Barbary’ pirates were in fact renegade Dutchmen)? That in 1529,
after the capture of a number of Spanish galleons off Havana, the shareholders
of the Dutch West Indies Company should have insisted on the immediate division
of the spoils –a request which being granted, opened the first chink in the
Company’s armour?
Similarly it was with arms bought from the Dutch that the Portuguese
expelled the latter from Recife in 1654 and that Louis XIV attacked the
Republic in 1672. During the War of the Spanish Succession, payments to the
French troops fighting in Italy were made through Amsterdam, to the infuriation
of the English who were allied to the Dutch against France. In short, for the
Dutch, commerce was king, and in Holland commercial interests effectively
replaced raison d’état : ‘Commerce desires to be free’, wrote
Pieter de la Court in 1662. ‘Gain is the sole and unique compass by which these
people are guided’, exclaims La Thuillerie, the
French ambassador, in a letter to Mazarin on 31 March 1648. At about the same
period, in 1644, the directors of the Dutch East India Company were
energetically arguing that ‘the places and strongholds which [the Heeren XVII] captured in the East Indies
should not be regarded as national conquests but as the property of private
merchants, who were entitled to sell those places to whomsoever they wished,
even if it was to the King of Spain or some other enemy of the United
Provinces’. Holland’s enemies –of whom there was no shortage—had no difficulty
in drawing up long lists of such charges, in all good conscience, as if the
faults of others were somehow a proof of one’s own merit. A Frenchman wrote for
instance :
In
Holland, the interest of the State in matters of commerce serves that of the
private individual, they go hand in hand [in other words, the state and
commercial society were one and the same thing.] Commerce is absolutely free,
absolutely nothing is forbidden the merchants, they have no rule to follow but
that of their own
interests: this is an established maxim which the State regards
as a thing essential to itself. So when an individual seems to do, in his own
commercial interests, something contrary to the State, the State turns a blind
eye and pretends not to notice, as is easy to judge by what occurred in 1693
and 1694. France was short of grain, famine was widespread in the provinces.
The war had reached a
critical point, this appeared to be the fatal moment for France and one favourable to the allies united against her. Could there
have been any greater reason d’état than for the said Dutchmen and their
allies to have contributed to France’s defeat and to have obliged her at the
very least to agree to peace on terms which they could dictate? Far from
providing her with grain, should they not have sought every means within their
power to deprive her of it completely? They were not ignorant of this political
circumstance, for they published stern prohibitions forbidding all merchants
and masters of vessels under their rule to go to France on any pretext; but did
that prevent Dutch merchants communicating with the said French merchants in
order to send grain to France, using Swedish and Danish vessels, or their own
vessels flying the assumed flag of neutral nations, or what was even worse,
their own ships flying the Dutch flag.
In Amsterdam, however, no one voiced any
criticism of such attitudes, nor of the speculation
and series of embezzlements typified by Issac le Maire’s criminal activities at the end of the seventeenth
century. Business was business. According to the self-appointed moralists from abroad, anything could
happen in this country ‘which is not like any other’. During the second
Anglo-Dutch war (1665-7) the French ambassador, the Count d’Estrades,
even imagined that there was ‘a risk of this country submitting to the English.
There is a great cabal within the state with this aim.’(pp.205-206)
The economy, the state and culture
are three domains which overlap producing dialectical relationships at moments
of historic contradiction. The expressions of this discontent vary, according
to the dominant and subordinate components of these material contradictions that
have quickened the populations which are involved. Any attempts to suppress
these contradictions will ultimately fail, and they cannot be ignored forever.
Their ultimate resolution must be by means of a democratic process, with public
checks and balances guiding the process.

Balfour initiated a
policy of British support for Israel which continues to this very day, to the
detriment of the occupied Palestinians of the West Bank and the five million
Palestinian refugees living largely in warrens of poverty around the Middle
East, including Israeli-besieged Gaza. Surely we should apologize
Theresa May told us that Britain will celebrate the centenary of the Balfour
Declaration this summer with “pride”. This was predictable. A British prime
minister who would fawn to the head-chopping Arab autocrats of the Gulf in the
hope of selling them more missiles – and then hold the hand of the insane new
anti-Muslim president of the United States – was bound, I suppose, to feel
“pride” in the most mendacious, deceitful and hypocritical document in modern British
history.

A major irony in the
Democrats’ current obsession with depicting Putin as the world’s Grave
Threat — and equating efforts to forge better relations with Moscow as some
type of treason — is that it was Barack Obama who spent eight years accommodating the Russian leader and scorning the idea that Russia should be
confronted and challenged. Indeed, Obama — afterRussia annexed Crimea — rejected bipartisan demands to arm anti-Russian factions in Ukraine and actively sought a partnership with Putin to bomb Syria. And, of course, in 2012 — years after Russia invaded Georgia and numerous domestic dissidents and journalists
were imprisoned or killed — the Obama-led Democrats mercilessly mocked Mitt Romney as an obsolete, ignorant Cold War relic for his arguments about the threat posed by the Kremlin.

La démission forcée du conseiller à la sécurité nationale
de Trump, le général Michael Flynn, est-elle le signe
manifeste d’une tentative de coup d’État par l’« État profond », comme
l’affirment certains anti-impérialistes américains ? Les services de la
sécurité nationale (CIA, FBI, NSA entre autres) auraient-ils volontairement
saboté Flynn en divulguant des informations indiquant que le général avait
caché ses nombreuses communications privées, et non autorisées, avec des
diplomates russes depuis et pendant la campagne électorale ?[1]
Pendant sa conférence de presse le Président a défendu
son brave général tout en acceptant tristement sa démission. Mais afin de
détourner l’attention de l’évidence de la complicité entre son gouvernement et
celui de M. Poutine, Trump, furieux, a juré de
poursuivre les « criminels » responsables des fuites au sein des services de
renseignement. La star de la téléréalité joue bien cette petite comédie. En
même temps, les médias pro-Trump, dont Breitbart News – le site d’extrême droite créé par Steve Bannon, l’éminence grise idéologique de Trump
– évoquent « une tentative de coup d’État par l’État profond.»
Ce qui est remarquable dans cette mascarade, c’est que
des médias de gauche reprennent la ligne idéologique de Bannon
et Cie. Selon la théorie du complot du « coup d’État » version gauche
anti-impérialiste, la communauté du renseignement étatsunienne souhaiterait
faire entrer les États-Unis et la Russie dans un conflit menant à la Troisième
Guerre Mondiale. La paix mondiale serait, heureusement, sauvée par la
collaboration entre Trump et Poutine, les héros de
cette fable. Encore, toute critique de cette collaboration est taxé de « McCarthyiste ». Selon le
respecté hébdomadaire de gauche The Nation « Quelle
que soit leur motivation, les attaques contre Trump,
qui provoquent déjà des appels pour sa destitution, posent de graves menaces à
la sécurité Etatsunienne et international et à la démocracie
américaine même ».. [2]
Ce scénario imaginaire a de toute évidence été concocté
par les services expérimentés de la propagande russe aux ordres de Poutine,
ancien membre du KGB, et il est propagé par les gauchistes occidentaux, dont
des nostalgiques de l’Union Soviétique de Staline. Leur haine justifiée de «
notre propre » impérialisme américain les fait se transformer en «
anti-impérialistes à sens unique », victimes d’une fausse logique véhiculée
pendant la guerre froide selon laquelle « les ennemis de nos ennemis sont nos
amis ». Logique qui nous oblige fatalement à choisir d’aimer un de nos ennemis.
Nos ennemis de classe se disputent entre eux : tant mieux.
Aujourd’hui, la réalité est qu’il y a un conflit interne
au sein du gouvernement capitaliste américain entre deux de nos ennemis les
plus dangereux: 1) la Maison Blanche de Trump,
incompétente, d’extrême droite, régie par une idéologie d’extrême droite et 2)
une « communauté du renseignement » composée d’espions impérialistes
professionnels sophistiqués, d’assassins et de fomenteurs de coups d’État. Le
gang de Trump représente le populisme du capitalisme
de copinage nationaliste, et il est prêt à passer des marchés avec des régimes
similaires, de Poutine au meurtrier Duterte (le
favori de Trump). La CIA représente le bien établi
consensus de Washington, basé sur la mondialisation néolibérale
(l’internationalisme capitaliste).
Les conflits d’intérêts et les bagarres bureaucratiques
au sein d’un régime –démocratique ou autre – sont courants mais ne ressemblent
en rien aux coups d’État de l’État profond. Ceux-ci éclatent comme résolution
d’une crise profonde et s’accompagnent d’un véritable coup de force. On se
rappelle le violent coup d’État au Chili en 1973 quand l’armée du général
Pinochet (avec l’aide de la CIA) renversa le président élu socialiste ; on
pense au coup d’État en Égypte (suivi d’arrestations en masse) lorsque l’armée
du général El-Sissi prit le pouvoir après la destitution de l’arrestation de
Mohammed Morsi, président élu sur le programme des
Frères Musulmans. Ainsi, cet incident mineur aux États-Unis témoigne plutôt de
l’incompétence de Trump et de sa clique d’idéologues
inexpérimentés au gouvernement. Par exemple, c’est Mike Flynn, grande gueule
islamophobe, bon officier sur le terrain mais pas du tout rompu au secret
diplomatique, qui a mis les pieds dans le plat en négociant solo avec les
russes.
Un stalinisme « Zombie ».
Le plus étonnant c’est qu’une fraction de la gauche
anti-impérialiste adhère au récit de Breitbart News.
La version « à gauche » de la théorie de tentative de coup d’État contre Trump est fondée sur les restes de propagande de la guerre
froide, qui dépeignait la Russie comme le parti de la paix et de la «
coexistence pacifique », réchauffée à l’occasion. Durant la guerre froide, la
Russie prétendait au moins être « Communiste » et de nombreux gauchistes
prirent sa défense face à l’impérialisme américain, courageusement mais
naïvement. Pour le faire, il fallait qu’ils ignorent l’existence du Goulag et
la répression violente par la Patrie socialiste des révoltes ouvrières de
l’Allemagne (1953), de Hongrie (1956) et de Tchécoslovaquie (1968).
Voilà pour le passé. La Fédération Russe d’aujourd’hui,
sous Poutine, est une dictature réactionnaire qui affiche fièrement son
ambition impérialiste : rétablir la grande Russie des Romanovs
et de Staline. Il s’agit d’un régime capitaliste mafieux qui a aboli tous les
avantages sociaux assurés autrefois par le régime soviétique – n’en conservant
que le système répressif stalinien (l’État profond). Ceux à gauche qui la défendent
font figure de « Zombies staliniens. ».
Au cas où vous auriez des doutes sur la nature de «
l’ennemi de notre ennemi », prenez ceci en considération. M. Poutine témoigne
depuis longtemps son soutien à l’élection de Marine Le Pen en France et des
partis proto-fascistes en Autriche, aux Pays-Bas et ailleurs. Il est donc
parfaitement normal que la Russie de Poutine ait fait tout son possible pour
que Trump soit élu (tout comme les États-Unis
interfèrent dans les élections, ex. Ukraine). Qui se ressemble, s’assemble.
Normal aussi qu’ils négocient des marchés de voleurs (quitte à se poignarder
dans le dos).
Quant aux tactiques de propagande employées, le coup de
la fausse info (Fake News) et l’ingérence d’un État
dans la politique interne d’un autre (le « hacking » des Démocrates), elles
sont connues depuis toujours. Non seulement de la part des « services » russes
mais aussi des Nazis et des fascistes italiens qui ont littéralement acheté une
grande partie de la presse parisienne avant la 2e guerre. Comment ces tactiques
vont-elles jouer avec les élections de 2017 en France ? Comment va réagir Alain
Badiou et « cette gauche qui s’est toujours couchée
devant », pour reprendre un titre de l’écologiste Fabrice Nicolino
?[3] C’est à voir.
Le capitalisme régresse.
Nous entrons depuis un moment dans un monde aux
impérialismes multiples, comparables à ceux de la fin du 19e siècle. Dans ce
monde nouveau, les rivalités (et alliances opportunistes) entre des États
nationalistes du type « capitalisme de
copinage » supplantent la domination du capital international régulé par le
FMI, l’OMC, la Banque Mondiale et divers traités multinationaux comme l’ALENA.
Ce Nouvel Ordre Mondial post-1989, jadis connu à gauche comme « l’Empire »,
s’effondre.
Dans le Nouveau Désordre Mondial d’aujourd’hui, c’est «
chacun pour soi » (et « l’Amérique d’abord »). Le renouveau de la guerre froide
n’est pas à l’ordre du jour. L’OTAN existe à peine. En revanche, nous vivons
une guerre mondiale permanente, comme en témoignent les conflits locaux de
l’Ukraine au Moyen Orient où de multiples impérialismes rivaux, régionaux et
supranationaux interviennent pour défendre leurs intérêts. Quant à nous autres,
civils, tous ces États sont nos ennemis – États-Unis, Fédération Russe, Syrie,
Turquie, Iran, Arabie saoudite, Israël (ainsi que des proto-États comme Daech) . Tous sont des ennemis des
99%, des ennemis des femmes et des droits humains ; des États racistes qui
répriment leurs groupes minoritaires internes, des États terroristes qui
massacrent des civils. Des ennemis de l’humanité. Comment des gauchistes
peuvent-ils les présenter comme nos « amis » ?
Les gauchistes malavisés qui propagent ces théories, qui
se contredisent elles-mêmes, pour soutenir la Russie et ses alliés ressemblent
à ce que les Staliniens appelaient les « idiots utiles ». Au nom d’un
anti-impérialisme à sens unique, ils défendent des dictatures sanglantes et
ignorent les vérités simples des droits humains et de la solidarité.
Dans ma vie de militant, j’ai souvent vu cette idéologie
de l’anti-impérialisme à sens unique provoquer des divisions au sein des
mouvements contre la bombe atomique, la guerre du Vietnam, et plus tard contre
la guerre en Irak. Cette idéologie risque de diviser la résistance anti-Trump aux États-Unis alors que nous vivons un moment unique
et crucial de développement spontané de
l’unité populaire entre mouvements sociaux autrefois divisés par la politique
de l’identité. On l’a vu autour de la Marche des femmes et puis dans la
contestation de masse de l’exclusion des immigrés musulmans, les plus
vulnérables d’entre nous.
Des signes favorables.
Et pour terminer cette analyse de cette comédie de coup
d’État, une bonne nouvelle. La lutte interne entre Trump
et la « communauté du renseignement » n’est pas le signe d’un coup d’État mais
celle d’une division au sein des classes dirigeantes, une désunion bienvenue
qui révèle leurs faiblesses et reflète la force grandissante du mouvement de
résistance populaire. Cette division offre aux résistants de nouvelles
perspectives : par exemple, nous sommes désormais visibles et même écoutés par
les médias. Rappelons que dans les années 60, une division similaire au sein
des dirigeants sous la pression des mouvements contre la guerre du Vietnam et
la ségrégation raciale nous a permis de faire bouger pas mal de choses.
Autre signe favorable dans ce moment de désespoir. Le
mouvement actuel de résistance auto-organisé semble enfin réussir à unifier les
femmes, les noirs, les minorités, les travailleurs à bas salaires et la
communauté LGBT autour du vieux principe Wobblie
selon lequel « une attaque contre un est une attaque contre tous ». Le réseau «
Pas notre président » a également trouvé des alliés au
sein de la bureaucratie fédérale et parmi des électeurs Démocrates locaux qui
profitent du congé législatif pour descendre en masse assaillir leurs
représentants. (A l’inverse, la direction nationale du parti démocrate vient de
rejeter le candidat réformiste issu de la tendance Sanders).
On ne sait pas encore où pourra mener ce mouvement, ni
s’il survivra. Le pire à craindre est que Trump,
impopulaire, provoque un incident pour s’imposer en déclarant un état d’urgence
– suivant l’exemple de Bush qui a profité des attaques du 11 septembre 2001
pour imposer des lois liberticides et des guerres injustifiées déjà planifiées.
En attendant, il faut profiter de la division entre nos
ennemis pour avancer la cause des 99% et refuser de choisir entre la peste et
le choléra.
