Dear
Colleagues and Friends of CEIMSA,
Toward
the end of his book, Tragedy
& Hope 101 : The Illusion of Justice, Freedom and Democracy
(2016), Joseph Plummer submits historic case studies, as evidence to support
his claims: 1) that there exists a secret political “Network” whose members
believe they have a right to rule society; 2) that by controlling policy
and public perception, they have the ability to rule; and 3) that
because of their power within the political system, their crimes are rarely
exposed and never properly punished.(p.125)
Plummer
refers to the use of secret operations under the direction of the Third Reich
as prototypes for U.S. secret operations that have been used throughout the
world since the Second World War.
Adolf
Hitler’s Operation Himmler provides a good example. It consisted of a series of
false-flag operations, each designed to create the appearance of Polish
aggression against Germany. One way the Nazis achieved this was by taking
prisoners from concentration camps, dressing them in German uniforms, and then
killing them on the Polish frontier. These ‘dead Germans’ were later used by
Hitler as a justification for attacking Poland in 1939.
. . .
While false flags are commonly
used as a pretext for war, they can also be used by leaders to justify
silencing dissent, suspending civil liberties, and seizing additional power.
Again, we can turn to Adolf Hitler for an example. Prior to the German election
of March 5, 1933, the Nazi Party had done all it could to weaken and disrupt
opposing political parties, but despite their best efforts, it appeared as if
the Nazis would still face stiff competition at the polls. Here, Quigley
describes how they dealt with this problem:
Under
circumstances which are still mysterious, a plot was worked out to burn the
Reichstag building and blame the Communists. . . After the building was set on
fire. . . the government at once arrested four Communists, including the party
leader in the Reichstag. The day following the fire Hindenburg, the president
of Germany signed a decree suspending all civil liberties and giving the
government power to invade any personal privacy, including the right to search
private homes or confiscate property. At once all Communists members of the
Reichstag, as well as thousands of others, were arrested. . . The true story of
the Reichstag fire was kept secret only with difficulty. Several persons who
knew the truth. . . were murdered in March and April to prevent their
circulation the true story. Most of the Nazis who were in on the plot were
murdered by Goring during the ‘blood purge’ of June 30, 1934.
Both
Operation Himmler and the plot to burn the Reichstag provide straightforward
examples of false-flag operations, but other variations do exist. For instance,
sometimes the act of aggression and subsequent casualties are completely
fabricated.(pp.
163-165)
The
first case study he examines occurred during the Kennedy administration, in
1962. Operation Northwood was the
code name of the proposed False Flag operation against the Cuban government
that originated within the U.S. Department of Defense and the Joint Chiefs of
Staff, under General Lyman L. Lemnitzer (1899-1988), Chairman of the Joint
Chiefs of Staff and later promoted to Supreme
Allied Commander of NATO. The proposals called for the Central
Intelligence Agency or other U.S. government operatives to commit acts of
terrorism against military targets and give the appearance of terrorism against
American citizens, blaming them on the Cuban government, and using it to justify
a war against Cuba. This document was presented by the Joint Chiefs of Staff to
Secretary of Defense Robert McNamara (1916-2009) on 13 March 1962 as a
preliminary submission for planning purposes. The Joint Chiefs of Staff
recommended that both the covert and overt aspects of any such operation be
assigned to them. (Plummer, pp.125-132; https://en.wikipedia.org/wiki/Operation_Northwoods,
and https://en.wikipedia.org/wiki/Lyman_Lemnitzer.)
At
the end of this section, Plummer comments,
When
I first read Operation Northwoods, I was still . . . terribly naïve.
. . .
It
was as if deception, murder, and even treason were all acceptable just
so long as the crimes were committed at the behest of the most powerful members
of society. It didn’t look anything like the ‘justice, freedom, and democracy’
that I learned about in school. And as I dug deeper, it only got worse . .
.much worse.(p.131)
Plummer
goes on to describe the secret paramilitary organization that was organized at
the end of WW II. Known as NATO’s “stay-behind army,” this motley group of
former Fascists, mercenaries, and religious anti-Communists were recruited by
the U.S. military and the CIA to engage in assassinations, sabotage, and other
strategic terrorist activities beginning at the time of the reconstruction of
the European political economies.
In
1998, Daniele Ganser was looking for a PhD research topic, and, against the
advice of his friends and professors, he decided to tackle the gigantic task of
unraveling ‘Operation Gladio.’ Beginning with a single document that proved the
CIA and NATO created a secret terrorist army in Italy, he embarked on a
four-year investigation that uncovered an additional fifteen secret
armies in NATO countries and four more that were created in neutral countries.(p.132)
Gladio’s
network of secret armies engaged in ‘unorthodox warfare’ under NATO command.
They operated not only in all sixteen NATO countries during the Cold War, but
also within the neutral counties of Sweden, Finland, Austria, and Switzerland.
The existence of these armies was kept hidden from all but a handful of
government personnel within each country. Ganser writes:
The
secret armies were equipped by the CIA and the MI6 with machine guns,
explosives, munitions and high-tech communication equipment. . . Leading
officers of the secret network trained together with US Green Berets. . . and the British SAS Special Forces. . . The
secret armies, as the secondary sources now available suggest, were involved in
a whole series of terrorist operations and human rights violations that they
wrongly blamed on the Communists in order to discredit the left at the polls.
The operations always aimed at spreading maximum fear among the population and
ranged from bomb massacres in trains and market squares (Italy), the use of
systematic torture of opponents on the regime (Turkey), the support for
right-wing coups d’états (Greece and Turkey), to the smashing of opposition
groups (Portugal and Spain).
Though
these secret armies were allegedly created to protect the Western European
democracies from Soviet invasion, they were instead used to interfere with the
democratic process whenever the electorate threatened to vote contrary to the
Network’s desires. This dual policy (claiming to protect national sovereignty
and democracy, while simultaneously working to undermine it) was apparently
outlined in a secret NATO document dating back to 1949. The document stated
that before a nation could join NATO, it had to agree to remain aligned with
the ‘West’ regardless of what the electorate of the nation wanted.
Another top-secret NATO document went further. If the citizens within a nation
became so fed up with their puppet NATO leadership that they rose up against
it, the US military would come in and suppress the uprising, even if that meant
acting without the consent of the national government itself.
There
are many very disturbing things about Operation Gladio, but perhaps the most
disturbing is that the CIA and NATO managed to keep it secret for so long.
Despite a long list of murders and atrocities committed by the armies, and by
ruthless regimes that the armies supported, both the operation and its
architects remained hidden for more than forty years. It wasn’t until 1990 that
the first on-the-record government disclosure was made, and not because of a
desire to come clean, but because former denials could no longer stand. If not
for the efforts of an inquisitive Italian judge named Felice Casson, Gladio
might never have been exposed.(pp.169-171)
Plummer
introduces his section on Operation Gladio with a quote from the former
Gladio-linked terrorist,Vincenzo Vinciguerra:
‘You
had to attack civilians, the people, women, children, innocent people, unknown
people far removed from any political game. The reason was quite simple. . . to
force these people. . . to turn to the State to ask for greater security. This
is the political logic that lies behind all the massacres and the bombings
which remain unpunished, because the State cannot convict itself or declare itself
responsible for what happened.’(p.166)
Concerning
public credulity, Plummer comments in a footnote why during the Cold War the
blaming the Communists for crimes committed against the general population was
so easily believed.: “Confirmation bias
would kick in, and the individual would experience the psychological rewards of
having their world view confirmed.”
‘Confirmation
bias’ refers to people’s propensity to accept information that supports what
they already believe, especially if their belief is deeply entrenched and
emotionally charged.(p.166)
World War I, the
League of Nations, and Debt Traps.
One
recurrent theme in Plummer’s study is that the Elite Network has consistently
pursued their strategy of dissolving national sovereignty
around the world while at the same time professing to support democracy and
self-determination.
By manipulating the election of 1912, the
Network brought Woodrow Wilson to power and effectively gained control of the ‘diplomatic machinery’ of the United
States. If . . . the ultimate aim was to maneuver the United States into a war
capable of altering ‘the life of an entire people,’ the Network was well on its
way. All it needed now was the war itself, and, as luck would have it, Europe
as already a powder keg that was primed and ready to explode. Henry Kissinger
explains the political climate that preceded World War I this way:
The astonishing aspect of the First World
War is . . . that it took so long for it to happen. . . The statesmen of all the major countries
had helped to construct [a] diplomatic doomsday mechanism.
The unholy mix of general political
alliances and hair-trigger military strategies guaranteed a vast bloodletting .
. . . Foreign policy. . . now consisted
of gambling on a single throw of the dice. A more mindless and technocratic
approach to war would have been difficult to imagine.
. . .
With
the carnage of World War I as a backdrop and with the father of propaganda,
Edward Bernays, at his side, Wilson began stirring support for the League of
Nations that he’d been writing about since at least 1887. Following ‘his’ plan,
the world would be led into a new and peaceful era where all nations, great and
small, would be protected from unjust aggression and violation of their
sovereignty. Touting American principles, Wilson declared in May 1916:
We
believe these fundamental things: First, that every people has a right to
choose the sovereignty under which they shall live. . . . Second, that the
small states of the world have a right to enjoy the same respect for their
sovereignty and for their territorial integrity that great and powerful nations
expect and insist upon. And, third, that the world has a right to be free from
every disturbance of its peace that has its origin in aggression and disregard
of the rights of peoples and nations.
This lofty rhetoric, coupled with the
outrage of a recent ‘surprise’ attack on the ‘passenger liner’ Lusitania,
allowed the Network to steadily move the United States toward entering the
European conflict. As it had done with the Federal Reserve System and income
tax, the Network skillfully manipulated public opinion until it overcame the
nations’ strong antiwar sentiment. World War I, the people were assured, was ‘a
war that would end all wars.’ It would ‘make the world safe for democracy’ and
lead mankind into a new era of respect for the rights of man. It was the duty
of every liberty-loving citizen of the United States to support it, because no
moral human could possibly oppose such ends.
Of course, if the utopian carrot wasn’t
enough, the Network also had a stick in its back pocket that it used to great
effect. One week after a German torpedo sunk the Lusitania, killing
nearly all Americans onboard, Professor Knock informs us:
Americans
barely had the chance to digest this assault [when] the British government
released an official report on German atrocities, bearing the name . . . of
Viscount James Bryce, the esteemed former Ambassador to the United State.
[Bryce was a member of what Quigley referred to as the second generation of the
Network’s ‘Cecil Bloc.’] The crescendo of a systematic propaganda campaign to
overcome American neutrality, this document catalogued in the most lurid detail
some 1,200 alleged acts of barbarism and cruelty committed by German soldiers, primarily
against Belgians – including the crucifixion and decapitation of prisoners of
war, the gang rape and sexual mutilation of women, the hacking off of children’s
fingers for souvenirs, and the bayoneting of infants. Although much of it was later proved
to be fictional . . . Germany would never fully recover from the revulsion that
swept the United States.
This
carrot-and-stick propaganda campaign produced the desired result. The United
States eventually entered the war, ands a constitutional abomination known as
the Espionage Act was used to silence any remaining skeptics and dissenters. (Apparently,
making the world ‘safe for democracy’ meant demonizing and jailing US citizens
who continued to voice their opposition. Opposition disrupted the campaign to
establish ‘patriotic conformity,’ and so it could not be tolerated.) But the
skeptics and dissenters were inevitably vindicated. At the war’s end, the
reality of power politics reared its ugly head.
. . .
After World War I, The Federal Reserve
began artificially inflating the US dollar supply. Quigley informs us that this
was done, in large part, to allow gold to be drained from the United States
(for Britain’s benefit) without triggering a corresponding reduction in the
number of US dollars in circulation. The newly printed Fed money flowed into
the stock market inflated the bubble of the Roaring Twenties, and inevitably
led to the stock market crash on 1929 and the economic devastation of the Great
Depression. (This too helped to ‘alter the life of an entire people.’)
Making economic matters worse, Britain
went off the gold standard completely in 1931, and this predictably intensified
the depletion of US gold. (Nations that could no longer redeem their paper
receipts for gold in Britain now turned to the United States.) Since the US was
‘the only gold standard country with gold coins still circulating,’ gold poured
out of the country. Additionally, concerned US citizens began redeeming large
quantities of their dollars for gold too, and ‘the US banking system began to
collapse.’
This pressure on the banking system
continued until 1933 when the Network convinced President Roosevelt (FDR) to
confiscate US citizens’ gold and hand it over to the Federal Reserve. By making
it illegal for the US citizens to redeem their dollars in gold, the Federal
Reserve (in cooperation with policy makers within the federal government) could
now begin printing ever-larger piles of debt money while increasing their own power
in the process.
. . .
If the Network always seeks to trap
nations in debt (it does), then a review of the growth in US federal debt
should be instructive (and it is). In the twenty years prior to Wilson’s
election, the amount of debt the federal government owed increased by just
$1.3billion. In the twenty years after Wilson’s election, the amount of
debt the federal government owed increased by nearly $20 billion. (This massive
increase in debt occurred despite the additional revenue provided by the
1913 personal income tax.) But even this $20 billion increase was just a drop
in the bucket; fast forward to just after FDR’s presidency, and the federal
debt had increased by more than $240 billion. And in 2012, it had increased by
more than $16,000 billion.
This information on government debt is
vitally important because it plays a major role in the Network’s destruction of
national sovereignty. Financial warfare is essential, and the basic
recipe for conquering a nation financially can be summed up in two simple
steps:
1.
Create
shortfalls in government revenue. (Either by increasing the amount of money a
government spends, decreasing the amount of money a government collects, or
both.)
2.
Create loans out
of thin air to ‘help’ the ‘leaders’ cover their spending shortfalls without
correcting the underlying financial imbalance.
As payments on mounting debt create
greater and greater shortfalls, and as annual spending continues to increase
unabated, larger and more frequent loans become necessary to bridge the gap. This
accelerates the rate at which the national debt grows and, before long, even powerful
nations will find themselves utterly dependent on a constant flow of newly
borrowed funds to cover their expenses.
Once a nation has been trapped in this
way, the Network can simply adjust the financial spigot according to the level
at which its desires are being met. If a government wants to maintain vital
services, social order, and ultimately its own power, it will do what the
Network wants (regardless of the will of the people). If the government
refuses, the flow of money will be cut and won’t be restored until ‘more
acceptable’ leaders assume control. And as we’ll cover in the next chapter, ‘acceptable’
has nothing to do with how the new leaders treat the citizens that live beneath
them.(pp.132-140)
Plummer
concludes his discussion on the Network’s century-long quest for ‘global
governance’ with a summary and an update of the secret machinations of the
global Elite.
For those versed in the cynical ways of
the Network, the pretexts offered for circumventing constitutional limitations
in favor of embracing Network-directed ‘global governance’ will surely make the
blood boil. Here are just a few:
1.
‘Managing the
global economy’ (a pretext for further consolidation and control of the world’s
monetary system);
2.
The recently
rebranded ‘climate change’ (a pretext for funding the Network’s global
government and for centralizing control over the one thing no nation can
survive without: energy;
3.
‘Preventing and
responding to violent conflict’ (‘violent conflict’ is often caused by
the Network itself and then used as a pretext for intervention and interference
with national sovereignty).
However, the pretext that jumps out the
most, the one that actually mocks the reader’s intelligence, is the ‘struggle
against al-Qaeda and affiliated organizations.’
The Network has funded, trained, and armed
terrorist in pursuit of its global objectives for decades. This fact can
be easily verified by researching any number of historical events. Whether it’s
Operation Ajax in 1953, or Operation Cyclone in 1979, or Bosnia and Kosovo in the 1990s, or Libya
and Syria in 2011 and 2013,
respectively . . . in each case the terrorists found aid and comfort by
turning to the West.(p.161)
The
15 + items below provide information which invites readers to carefully evaluate
the Network of political and economic
relationships which constitute the social matrix in which we live. This
consciousness, we can only hope, will elevate public discussions about our existence
in this period of capitalist collapse. What
follows is largely up to us . . . .

the result of low interest rates and stagnant wages and incomes. The capitalist
system has failed to provide people with incomes, wealth and securities they

For those who find themselves with excess time this
holiday season which they would prefer not to squander with idleness or Netflix
binges, then I’d like to offer this serving of Frank Capra films to uplift the
soul.
Frank Capra (1897-1991) stands as one of the most
brilliant directors/producers of the 20th Century, and sadly also
one of the least understood- known at best for the film It’s a Wonderful Life played every year as a Christmas
tradition, or Mr. Smith Goes to
Washington.
Unbeknownst to even many film connoisseurs today,
Capra was not only a pre-eminent cultural warrior who took every opportunity to
expose fascist movements during the 1930’s and 1940’s but also fought to
provide a positive principled
understanding of the divinity mankind’s higher nature in all his works.
When asked to put into words what motivated him to create movies he said:
“My films must
let every man, woman, and child know that God loves them, that I love them, and
that peace and salvation will become a reality only when they all learn to love
each other”
During World War II, Capra’s Why We Fight
series was one of the most important educational tools used to shape the
hearts and minds of the American population towards the strategic nature and
purpose of the war against the fascist machine which had received much of its
support from financiers in the Anglo-American establishment. In America, these
groups were masquerading as “patriots” under the American Liberty League
promoting America’s neutrality in that conflict. It was an open secret that
these groups preferred to let Hitler and Mussolini usher in a new order which
they saw as a wonderful opportunity to rule the world, and it was to these
groups that FDR declared famously “they
who seek to establish systems of government based on the regimentation of all
human beings by a handful of individual rulers call this a new order. It is not
new and it is not order”. The President knew of what he spoke as he had declared open war on these American fascists from 1932 onward.

The hidden truth

Climate. Now who wudda thought. The very
mega-corporations and mega-billionaires behind the globalization of the world
economy over recent decades, whose pursuit of shareholder value and cost
reduction who have wreaked so much damage to our environment both in the
industrial world and in the under-developed economies of Africa, Asia, Latin
America, are the leading backers of the “grassroots” decarbonization movement
from Sweden to Germany to the USA and beyond.
Is it pangs of guilty conscience, or could it be a
deeper agenda of the financialization of the very air we breathe and more?
Whatever one may believe about the dangers of CO2
and risks of global warming creating a global catastrophe of 1.5 to 2 degree
Celsius average temperature rise in the next roughly 12 years, it is worth
noting who
is promoting the current flood of propaganda and climate activism.
Green Finance
Several years before Al Gore and others decided to
use a young Swedish school girl to be the poster child for climate action
urgency, or in the USA the call of Alexandria Ocasio-Cortez for a complete
reorganization of the economy around a Green New Deal, the giants of finance
began devising schemes for steering hundreds of billions of future funds to
investments in often worthless “climate” companies.

clashes (VIDEOS)
Anti-government Yellow Vests and anti-pension
rallies have simultaneously descended upon the streets of the French capital,
promptly escalating into clashes with police who responded with tear gas and
baton charges.
This weekend appeared to be particularly heated in
Paris, as two different groups of protesters joined efforts in defying the
policies of the country’s government. Although the protests were calm most of
the day as RT’s Charlotte Dubenskij reported, violence broke out in some parts
of the city.
The protesters tried to erect barricades in the
streets, set objects on fire and pelted law enforcement with various objects.
The police, in turn, responded with generous usage of tear gas which engulfed
the streets with a thick blanket, footage from the scene shows.
Anti-government Yellow Vests and anti-pension
rallies have simultaneously descended upon the streets of the French capital,
promptly escalating into clashes with police who responded with tear gas and
baton charges.

Many ignore us ... Please do not be with them ... We need you ... The situation
is getting worse ... Maybe our work will stop ... I hope this support will
continue . . . .
Hello
dear
First
every year, you are a thousand good, and I wish you a beautiful and happy new
year for you?
In
these days, the sufferers suffer from severe cold due to the winter season, and
their wounds must be covered with more gauze and bandage so that the wound is
kept warm so that no complications or infections occur. That is why we need
this support at this time as the New Year holidays begin.
The
Israeli occupation forces continue to shell multiple areas inside the Gaza
Strip daily, and this is what we are suffering from as well.
Very
important which is what we need. There are many injured people who need you and
need your support. I hope you will provide them with warmth. I am sick these
days, my children and I are three because of the severe cold and we suffer from
the flu. I cannot work in these days so that I cannot get out of my house. Any
help however you want, dear.
We
need a large group of gauze and bandage so that we can help the injured and
give them warmth, and this is the most important thing.
We
need some analgesics to relieve the pain of those affected.
We
need some solutions and iodine to change the wounds daily so that no infections
occur and the matter gets worse.
I
hope you support us through the following link

Going Underground speak to legendary journalist and filmmaker John Pilger about
his film ‘The Dirty War on the NHS.’ He discusses the issue of the film not
being allowed to air during the general election, and questions the role of
OFCOM as a regulator. He also speaks about the negative impact of management
consultants, how the Health and Social Care Act of 2012 opened the door to NHS
privatization, how privatization causes money to be wasted in the NHS despite
more funding promises, and the reality of the private healthcare system in the
US. Pilger also discusses RAM volunteering in America, the 2019 UK general
election, the reason why Brexit has been taken over by the extreme right since
2016, anti-Semitism allegations against Jeremy Corbyn’s Labour Party,
allegations of BBC bias against Labour in the election, and more!

Daniel Ellsberg:
"The Doomsday Machine"
https://www.youtube.com/watch?v=e7cJG9j0NdY
With recent news stories about big red buttons and a blockbuster movie (The Post) about the Pentagon Papers, Daniel Ellsberg's story is very timely. He's the legendary whistle-blower who revealed the Pentagon Papers, and his book is an eyewitness exposé of the dangers of America's Top Secret, seventy-year-long nuclear policy that continues to this day. Framed as a memoir--a chronicle of madness in which Ellsberg acknowledges participating--this gripping tale reads like a thriller and offers feasible steps we can take to dismantle the existing "doomsday machine" and avoid nuclear catastrophe. The Doomsday Machine is thus a real-life Dr. Strangelove story and an ultimately hopeful--and powerfully important--book about not just our country, but the future of the world.

Subject: [MCM] In one more propaganda master-stroke, the Times blacks out resistance to 5G in Europe
From this NYTimes story datelined Brussels, we learn of Huawei's (i.e., China's)
"charm offensive" as it seeks to take the lead in building 5G networks throughout
Europe—an "offensive" that "seems to be working," despite the likelihood that
China's tight grip on those networks will threaten "national security." The piece
quotes experts fretting over Trump's inattention to that danger, over-focused, as
he is, on his trade war with China.
Although the piece reads as a propaganda sally against China (and Trump), it
actually suits China's mission of constructing Europe's 5G infrastructure, since
it blacks out the gravest threat posed by 5G: not its facilitation of a super-state's
surveillance capabilities (although that danger is quite real, whichever super-state
is finally in control), but its catastrophic impact on the health of every single
European living in the continent's "smart cities"—a danger very clear to countless
Europeans, as the New York Times would have us all not know.
Is it possible that Matina Stevis-Gridneff, the Times's Brussels correspondent,
somehow hasn't heard that Brussels banned 5G last spring, due to health concerns
—the first major city to do so, with Geneva then doing the same?
https://www.brusselstimes.com/brussels/55052/radiation-concerns-halt-brussels-5g-for-now/
The faithful readers of the Times, and "our free press" in general, have no way of
knowing that opposition to 5G is spreading throughout Europe—and the US, too,
for that matter—since such grass-roots activism threatens to impede the 5G "rollout,"
for which "our free press," and especially the New York Times, is serving as one
mammoth propaganda mill (and Google, naturally, is part of it as well).
Why has the Times blacked out that inconvenient datum about Brussels?
As I pointed out last May, the Times' effusive 5G coverage has, in large
part, been driven by the Times' business partnership with Verizon, and
the related financial interest of Carlos Slim, who made his billions in the
cell phone racket throughout South America, and who owns more of the
New York Times than any other single shareholder. While there surely is,
as well, a (what we might call) US "deep state" interest in the use of 5G
to variously manage all the rest of us, the Times' commercial motivation
is overt, and a huge blot (one of many) on its fabled journalistic record.
http://markcrispinmiller.com/2019/05/what-drove-the-times-to-tell-those-whopping-lies-about-5g-and-russia-this-story-isnt-pretty/
Some day—perhaps before, or soon after, its long-overdue collapse—that
"great" newspaper will be universally perceived as having been the worst
newspaper in the world, for all the heinous damage that it's done not merely
through the Big Lies that it's propagated stoutly through the years, but
through their deafening echoes all throughout the rest of "our free press."

Blocked in U.S., Huawei Touts ‘Shared Values’ to Compete in Europe

The Chinese tech giant is spending millions of dollars on a charm offensive in Brussels, hoping for a leading role in building 5G networks. It seems to be working.

In Washington, Huawei is treated like a grave security risk over concerns that Chinese intelligence agencies could use the company’s technology to infiltrate the systems of foreign customers. Yet in Brussels, the European Union’s de facto capital, the company is waging a multifaceted charm offensive, partly by exploiting European distrust toward the Trump administration — and, for now, it is working.
